First two sections of the paper.

The choice for this topic was drive by a growing research showing that providing high quality education for pre-kindergarten children has significant benefits to them, schools and the entire communities in which the kids grow. The need to understand these benefits and any possible negative effects of the education programs was also a major reason for selecting this particular topic. The Pre- Kindergarten education programs assist in preparing children for the school, and considering that gaining basic knowledge is important for childhood development, the programs are quite essential to the kids.
Various research work done indicates that children who attend pre-K programs offered in public schools   are normally better prepared to succeed in kindergarten than the kids who have not been exposed to such programs(Stevens  & English, 2016). Such benefits have been observed among kids who are dual-language learners and these benefits are relatively significant after they undergo pre-k education programs. Another important aspect is the effect on the cognitive development of the children who have been taken through such programs. The cognitive development of the children is enhanced and this improves their readiness to take part in the kindergarten education moving forward (Stevens & English, 2016).
Regardless of the mentioned impact of Universal Pre-K, the programs should have a broad focus on childhood education to cover not only the academic part, put their social and emotional growth as well. I think that to connect the dots in educational trajectory of a child, the program should involve the input of parents and well-trained teachers. My passion for this stems from the fact that these programs can close the life gap for all children and hence benefit entire

society.  The strengths for the Universal Pre-K are that all children regardless of economic status or race are given the same platform to start off their academic journey.

Second section

Pedagogical Prospective
In America, the number of children under the age of 17 who live in non-native households rose from 28 up to 32 percent amid 2004 and 2013 (Ford, 2017).  Learning more than a single language for children within the pre-k school is essential. In that infants as well as toddlers have the capability of learning more than a single language at once as compared to older children who might gain the capability of learning English post the acquisition of proficiency in their native languages. Early education and care professionals are in the primary position of offering development support for all the Dual Language Learners. Pre-k surrounding might be the paramount unknown social surrounding and the first differentiated cultural surrounding for the learners (Ford, 2017). Thus when the teachers offer the Dual Language Learners with a desirable surrounding that support’s language development, better relations with peers and those that are close this helps children in utilizing the best of bilingual advantage thus assisting them in gaining most from their future learning opportunities.
Some strategies might be implemented when teaching these group so that learning efficiency can be achieved. To begin with, we must create a welcoming as well as a positive surrounding (Ford, 2017). This is prime to development fostering for the Dual Language Learners given that when children are exposed to a positive surrounding it is likely that they will gain desirable confidence and self-esteem that helps them in communicating their thoughts as well as feelings. In addition, positive relations can be promoted which helps in creating consistency, supporting desirable behaviors and creating simplified routines within classrooms. Dual language learners are bound to experience sensations

of insecurity, withdrawal as well as stresses as they begin to understand the second language thus having difficulties in expressing thoughts, communicating and responding (Ford, 2017). With positive relations communication becomes easier as children opt to be expressive because they feel accommodated within the surrounding.

Project: build a business case and a financial case for (or against) the acquisition of the target (see above) by the acquirer (see above).
The Report should include the key objectives, why an acquisition is (or is not) preferable to alternative options such as a “go it alone” venture or alliance, the amount and composition of the initial offer price, how it will be financed, and key risks associated with the transaction.
The Report should have the COMPONENTS below, and may include some other elements, depending on what is necessary to make your project to be convincing to the acquirer:

Business Plan (for acquiring firm)
1.    BUSINESS MISSION/VISION STATEMENT:  DESCRIBE WHAT INDUSTRY/MARKET NEEDS ARE TO BE SATISFIED, WHO THE TARGETED CUSTOMERS ARE, AND WHAT RESOURCES OR CAPABILITIES WILL BE USED TO SATISFY THESE TARGETED CUSTOMER NEEDS.
Acquisition Plan (developed by acquiring firm)
2.    PLAN OBJECTIVES OF THE ACQUIRING FIRM: IDENTIFY THE SPECIFIC PURPOSE OF THE ACQUISITION.  THIS SHOULD INCLUDE WHAT SPECIFIC GOALS ARE TO BE ACHIEVED (E.G., COST REDUCTION, ACCESS TO NEW CUSTOMERS, DISTRIBUTION CHANNELS OR PROPRIETARY TECHNOLOGY, EXPANDED PRODUCTION CAPACITY, ETC.) AND HOW THE ACHIEVEMENT OF THESE GOALS WILL BETTER ENABLE THE ACQUIRING FIRM TO IMPLEMENT ITS BUSINESS STRATEGY.

3.    PURCHASE (OFFER) PRICE ESTIMATE: PROVIDE PROJECTED FIVE-YEAR INCOME, BALANCE SHEET, AND CASH FLOW STATEMENTS FOR THE TARGET FIRM AND FOR THE CONSOLIDATED ACQUIRER AND TARGET FIRMS.  DEVELOP A PRELIMINARY MINIMUM AND MAXIMUM PURCHASE PRICE RANGE FOR THE TARGET.  SPECIFY POTENTIAL SOURCES OF AND DESTROYERS OF VALUE.  LIST KEY FORECAST ASSUMPTIONS.  IDENTIFY AN INITIAL OFFER PRICE, THE COMPOSITION (I.E., CASH, STOCK, DEBT, OR SOME COMBINATION) OF THE OFFER PRICE, AND WHY YOU BELIEVE THIS PRICE IS APPROPRIATE IN TERMS OF MEETING THE PRIMARY NEEDS OF BOTH TARGET AND ACQUIRER SHAREHOLDERS.  THE APPROPRIATENESS OF THE OFFER PRICE SHOULD REFLECT YOUR PRELIMINARY THINKING ABOUT THE DEAL STRUCTURE.

4.    FINANCING PLAN: USING THE COMBINED/CONSOLIDATED FINANCIAL STATEMENTS, DETERMINE IF THE PROPOSED OFFER PRICE CAN BE FINANCED WITHOUT ENDANGERING THE COMBINED FIRM’S CREDIT WORTHINESS OR SERIOUSLY ERODING NEAR-TERM PROFITABILITY AND CASH FLOW.

HR Headline: Pay for Performance in Public Schools Remains Controversial

"Pay for Performance" has made inroads in business, but has remained a hard sell in public school systems. There are some successful examples where teacher pay has been linked to student test scores. In Minnesota some districts have stopped giving automatic raises for seniority and base 60% of all pay increases on performance. In Denver, unions and school districts designed an incentive program where teachers receive bonuses for student achievement and for earning national teaching certificates. However, some plans have not worked. For example, Cincinnati teachers voted against a merit pay proposal and Philadelphia teachers gave their bonus checks to charity rather than cashing them. It appears that having teachers involved in planning the incentive system is one key factor to success. The same can be said for all incentive plans - if employees don't buy into them, they will not work.

Questions to Research:
1. How could an organization measure the effectiveness of their pay-for-performance plans?

2. From an employee's perspective, what are the disadvantages of using a pay-for-performance plan?

3. From an employer's perspective, what are the disadvantages of using a pay-for-performance plan?

What laws are missing that could protect your organization from liability….which are missing that would protect your employees from harm (safety, discrimination, job insecurity etc.). Review and discuss current laws in place that you are satisfied with from an employment standpoint, and why. Discuss when and why you would rely on your firm’s legal counsel and when you would go it on your own. Keeping in mind that every call to council costs the firm….but limits your liability. Finally, what areas of HR law make you most anxious – and why. What will you do going forward in this field to maximize your employment law knowledge and minimize that anxiety?
