BMM has never had an HR department, and is experiencing more and more issues in this area. These issues include performance issues caused by a lack of performance management, potential unionization due to compensation and lack of benefits, and the possible need to downsize some of the staff, which could lead to legal issues. You are an HR professional who has been hired by BMM to develop a plan to address these issues.


In your analysis, you believe that the optimal workforce is as follows:

CEO
General Admin
Accountant
HR professional
4 cross-trained manufacturing technicians
6 installation technicians
4 outside salespeople including Maxime
3 inside salespeople including Robert
3 mechanics

You also believe that marketing and purchasing should be redistributed – the CEO will handle marketing, and the accountant will handle purchasing.

Create a plan to address the issues facing the company. 

Your plan must address staffing levels, compensation and benefits, and performance management. You must also include what options the company has regarding the potential union activity. If you decide that staff must be cut, identify which staff members should be laid off and why, and how BMM should deal with the aftermath of staff cuts. If you decide that staff should be increased, you must justify that and identify in which positions personnel should be added. You must adhere to British Columbia labour law in all your decisions. Breaking any Federal or Provincial labour laws will lead to a 50% deduction from your final grade.

All recommendations must be supported and explained, with sources cited. You are not expected to provide accurate costs for any recommendations, but some mention should be made of any cost increases or cost savings associated with any recommendation.

The paper should be double-spaced, with reasonable margins and font.  The paper does not have a length requirement, except that it should not exceed 10 pages plus any exhibits and a reference page.  Handwritten papers will not be accepted.  Fancy fonts and graphics should not be used.
