Guidelines, Requirements and Questions
• How to Find the Answer: Information to answer the essay questions will come from both in-class lectures and the Edward’s textbook. Please note that I have included page numbers from the Edwards textbook where you can find information on each question. I used the 2nd Custom Edition 2011—if you have a different edition, the page numbers will be slightly different.
• Essay Format: Essay answer must include a thesis statement and be written in well-developed paragraph form—no lists. Be sure to answer ALL parts of the question and follow the requirements in the grading rubric. Please look at the model paper and the grading rubric under the ESSAY EXAM TAB on Blackboard to help you. Explain fully (assume the reader knows very little or nothing about the topic). Use correct English and grammar and do not use slang.

1. Is the Federal Policymaking System a good or bad idea and why? Include in your answer a description of the steps and how the institutions/groups are involved in each step and explain what might happen during each of the steps.
2. Is the Madisonian Model a good or bad foundation for our government and why? Include in your answer a description of all four elements of Madisonian Democracy, explain how these elements are addressed in the Constitution, and give examples of how these elements are good or bad for our country.
3. Define what is meant by “fiscal federalism” and explain how it is similar to and/or different from “federalism”. Include in your discussion how fiscal federalism is manifested through the federal grant system and explain whether this grant system is a good or bad idea and why.
