each actor within the coursework question are:
• What their intentions and objectives are?
• The methods by which they exhort the system to meet these objectives?
• How successful they are at meeting their objectives and the consequences for the system at large?

4) The critical analysis you show in explaining why only certain actors are considered is extremely important. Given the focus on the empirical evidence in the lectures it should seem obvious that strong answers will pull upon the literature to provide empirical justification for the chosen actors a) having an influence, b) the strength of the influence they have.
