The white paper by Kline can be described as an external white paper. This is because the paper is aimed at providing knowledge through awareness creation. The paper demonstrates an analysis of the distinct types of white papers and how it should be developed. In addition, the paper describes the characteristics of a well-developed research paper and how to distinguish between an internal and an external white paper. The paper is designed for the purpose of informing the concept of white paper to the public and the particular audiences are the students or researchers (Kline, 2013).

This type of paper can be described as an external white paper because it is aimed at informing and creating awareness to the public. The paper takes a particular and a unique strategy in addressing the issue of school libraries thus providing an updated research (MSL, 2014). The research is additionally written in addressing a particular set of audience who are the students. This is accomplished through the generation of claims, arguments as well as data that collaborates best in creating awareness to the public of the discussion topic with regard to school libraries that the authors wish to convey. The paper additionally provides detailed and well-developed research which is the inclusion of numerous resources which assist in showing the credibility of the conducted research (MSL, 2014). Through the use of different resources that includes books, articles as well as the internet.
The research offers recommendation which begins with an abstract to inform the audiences of what the research is about. It is then followed by an introduction which introduces the subject and ends with a conclusion after a detailed analysis of data (MSL, 2014).
