Each student will prepare a paper which addresses a topic related to social welfare policy issues for children, youth and/or families. This could include policies that create or result in programs and services as well as policies within programs that determine issues such as eligibility, services, benefits, etc. The selected policy must be related to the specific social welfare issue of your team presentation group.
Your paper should include background, historical and/or relevant statistical information related to your topic. In addition, you will then utilize the policy analysis questions listed below for the policy topic identified. The paper should be 6- 8 pages in length, not including the title or reference pages. Written assignments must be 12-inch font, double-spaced, with a one-inch margin on each page. A minimum of 6 references will be needed. All references must be cited appropriately, using APA format. As always, all University and MSW Program rules and regulations regarding academic integrity apply to this assignment.
Social Policy Analysis Framework:
• Social Policy/Program: State the formal name (and acronym, as well as additional terms used to describe it if relevant) of the social policy and its stated (official) purpose. If the policy you have identified is related to providing services within the context of a program, be sure to describe the program.
• Policy Legislative History: Starting at its inception, identify and briefly describe relevant legislative changes to the policy since it began.
• Recipients: Describe the population(s) targeted or served by this policy/program.
• Eligibility: If applicable, describe any criteria currently used to determine eligibility for this program.
• Nature of Benefit: Identify the nature and level of the benefits.
• Administration: Describe how the benefits are administered and disseminated.
• Financing: Describe how the program is funded, how much it costs to operate each year, and how annual program costs are determined.
• Effectiveness: How well does the program accomplish its stated purpose?
o Identify any studies, as well as any reports, policy briefs or additional publications that examine the program’s effectiveness. Make sure to comment about any contradictory findings and identify gaps in knowledge that make it difficult to determine how well the program works.
o Please identify any intended and unintended consequences resulting from this policy.
• CRT: Utilizing the lens of Critical Race Theory and Intersectionality, discuss your evaluation regarding the intent, impact, and effectiveness of the policy.
