You are employed as a plainclothes security guard at The Bay store at Hillcrest Mall in Richmond Hill, Ontario. You observe a woman with a young female child, who appears to be about 10 years of age, removing children’s clothing from the rack and holding them up against the young child. The woman then places the items in her carrying bag.
The woman and the child then proceed to the electronics department, where the child picks up a Sony Walkman. The child shows it to the woman and then the child places the walkman in her backpack.
The woman and the child proceed up and down several more aisles in the store, before the woman and child leave The Bay store and proceed to a common area of Hillcrest Mall.
The woman and child make no attempt to stop and pay for the products, which are still in their respective carrying bags. The checkout cashiers are clearly marked, as is the edge of the store near the mall entrance.
