Paper Instructions:

You are the Chief of Staff for the Governor of Delaware. The governor is concerned about how the Delaware juvenile justice system compares to other states.  He would like your suggests and/or recommending changes, based on your comparisons between Delaware and other states.  He would like you to keep in mind state’s role as parens patriae and supply a working definition.  The governor would like a minimum of five recommendations from you.
