The Adult Drug Court program offers cognitive-based, outpatient counseling and drug monitoring of offenders who are diagnosed with a moderate to severe substance use disorder. The offenders must be convicted of drug offenses or offenses motivated by their drug use. Participant compliance in the program is monitored regularly by the drug court team. The team consists of the judge, public defender, probation officer, and counselors. Participants are randomly drug tested on a frequent basis and they must participate in substance use disorder treatment, as determined by their licensed counselor. Because this population often has varied treatment needs, they are often referred to additional services such as residential treatment, Medically-Assisted Treatment (MAT), cognitive intervention classes, and individual counseling sessions.
Over the past 5 years, the drug court success rate has continued to drop. This year, the success rate is at 38 percent. The program is facing several challenges:
High rate of probationers who never report to their assigned drug court probation officer. High rearrests rate while in treatment. Continuance of illegal drug use while in the program. Participants do not take full advantage of residential treatment in the community. You are meeting with the senior court and officials to discuss the issues the court is facing. After the meeting, you are tasked with developing issue statements. An example of an issue statement is the following:
Issue Statements
(Consider issue/trend; how it’s moving; and the impact on customers.)
Over the past 5 years, the percent of probationers supervised has increased by 18 percent. Probationers’ increased risk and complex needs (e.g., mental illness, chemical dependency) combined with an ever-changing external environment (e.g., recreational marijuana bill; new criminal presiding judge) requires an evolving skillset staff’s need to affect long-term, prosocial behavior change; if not addressed, this will result in:
Increased recidivism; Increased risk to staff safety; Decrease in positive behavior change; Diminished ability to decrease victimization; and Decline in the ability to meet customer expectations to reduce crime. Please develop issue statements focused on the problems that the drug court is facing.

You are an environmental behavioral specialist for criminal justice professionals in the law enforcement field. The chief of police has asked you to review the seven-person undercover narcotics unit because there have been several internal affairs investigations involving excessive use of force, mishandling of evidence, and mishandling of informants. The chief knows the six men and one woman on the team and believes they are all good officers.
He uses them outside of narcotics work to make death notifications to families when someone dies in an accident or crime. You must evaluate the situation and provide the chief with suggestions.
In a report to the chief of police, you will cite the findings of your research and observations with recommendations to the chief. Library Research Assignment
Labeling theorists are adamant about the labels that offenders are given throughout the criminal justice system. Labels, such as ex-felon, are deepening the very behavior that they are meant to halt because of stereotypes that incite an individual trying to recover after a prison term. The labeling theory argues that the criminal justice system is limited in its capacity to restrain unlawful conduct but also is a major factor in anchoring people into criminal careers.
The cultural deviance theory explains that the causes of criminal behavior in urban areas are not about the poverty suffered in those areas but the product of a distinct lower-class culture whose focal concern is deviance against the norms of society.
The theory has identified three influential versions, as follows:
The lower-class culture as a whole is responsible for generating crime in urban areas Urban lower-class areas produce subcultures that are responsible for the rise of crime Subcultures of crimes in urban areas where individuals band together in creating crimes for their own personal gain and satisfaction Assignment
Write a 3–5-page paper answering the following questions:
What would be another theory and strategy to avoid stereotyping individuals in the criminal justice system? Is labeling theory a legitimate crime causation theory? Why? In your opinion, where do gangs fit within the 3 influential versions of cultural deviance theory? Why? Decide whether labeling theory or cultural deviance theory best explains the following problem, and why: The number of youths joining gangs in the inner city has doubled, while the number of gang leaders serving time in prison and being released after good conduct has increased. The crime rate for gang violence has risen 20% from last year. Assignment Requirements
