About Your Signature Assignment
This Signature Assignment is designed to align with specific Program Student Learning Outcomes (PSLOs) in your program. PSLOs are broad statements that describe what students should know and should be able to do upon completion of their degree. The Signature Assignments may be graded with an automated rubric that allows the University to collect data that can be aggregated across a location or college/school and used for program improvements.

The issue in the case is whether the company's employment handbook created an implied contract. Avery Foster was terminated for falsifying an employee timecard. He argued that he was told in his initial interview that he would be guaranteed employment at Federal Express as long as he was a good worker and was protected from "just cause" termination. The court found there was good cause to terminate Avery Foster and that the handbook did not create an implied contract of guaranteed employment.

Progressive discipline is an employee disciplinary process that provides a graduated and measured range of responses to employee performance or conduct issues. Critical thinking consideration: Short of termination, could progressive discipline have been effective in this matter?

Given the circumstances and issues that arose in the Avery Foster case, create the following:
Design a Progressive Discipline Policy that would be appropriate for most organizations to follow, with consideration to the following measures:
Identify the discipline issues to be addressed: attendance, performance, conduct, or a single broad category of non-performance.
Determine whether the provisions of the policy should permit the company to modify and/or apply the policy in any manner it deems appropriate under the circumstances, including acceleration of steps, exclusion of steps, or repetition of steps.
Assess when a supervisor may act independently or needs to seek upper management approval.
Explain instructions on when to involve HR.
Clarify the role of HR to advise or approve disciplinary action.
Determine when a witness should be present.
Outline the different sequences and progressive levels of discipline that an employee can receive.
Develop rules regarding merit increases in relation to disciplinary action.

Scenario:
Jane was employed by ABC Construction Company as a forklift operator.  She noticed that the foreman was taking shortcuts on some of the trenching which caused a dangerous condition that could possibly cause injury to employees who were close to the area of the trench. Jane was not at risk of being hurt by the shortcut in the trenching operation.  Jane refused to do the work because of her belief that the trenching work was not being done in a safe manner. Jane was told to punch out and go home.  Jane would like to file a claim against her employer.

We will be conducting a classroom debate on this case.  Presume you have been hired to represent either the Jane or ABC Construction in this case (students are assigned by their last name see below).  Provide the class in your initial response a statement as to why your client’s position is correct.  For those representing ABC Construction, explain why the company was within its rights to send Jane home without pay. For those representing the employee Jane, explain why she is justified in refusing to do work in light of a dangerous condition on the worksite.  

Make sure to support your position with legal concepts from Chapter 16 of the textbook which relates to the Occupational Safety and Health Act which guarantees employees a safe workplace and also offers whistleblower protection for employees (Bennett-Alexander & Hartman, 2015). Also, consider the concepts of employment at-will which is discussed in Chapter 2 (Bennett-Alexander & Hartman, 2015). Presume for this case study that Jane is not employed pursuant to a union contract or any other employment contract.  If your last name begins with A-M, you represent the Jane in this case.  If your last name begins with N-Z, you represent the employer (ABC Construction) in this case.  After you post your initial post make sure to respond to the students on the opposing side of the debate to counter their position to earn full participation credit.

Final group project (40%): Following the group presentation, the same groups of 2-3 students will utilize and apply the knowledge gained from reading and analyzing the case study in drafting a proposal for enhancing and reforming a public service delivery model of their choice in the Arab region. Using the same outline of the case studies, students will identify the issue they want to work on and collect supporting evidence to support their case. The proposal should be about 3000 words excluding references. Upon completing the proposal, students will prepare a 10 minutes presentation to share their finding in the last week of the course.  The purpose of this assignment is to enhance students’ skills in identifying issues related to the public administration delivery and performance, and apply the same framework used in the case studies to put a plan for improvement of the public services delivery model. The following rubric will be used to assess the group Project:

In Lesson 9, the matter of leading agile teams is discussed generically in terms of the concept of servant-leadership.  It’s also covered specifically with regard to how the concept is exemplified in the Scrum Master role.  Any organization which fully implements agile and creates self-managed teams has to deal with the matter of finding people to properly lead them. If Scrum is to be used, someone must successfully fulfill the role of Scrum Master. Remember, the role includes serving the product owner, the development team and the sponsoring organization. It requires mastery of Scrum, a great deal of soft skills and most of all, servant-leadership.
The module content describes the Scrum Master role in detail and notes its key aspects. It raises the question of what kind of resources in an organization should be appointed as Scrum Masters. It highlights multiple options, including that of the traditional project manager. This two-part exercise is intended to help students understand the issues which must be considered when selecting a Scrum Master and focuses on whether traditional project managers can be expected to fill that role capably.
Part 1
In this team-based in-class discussion, each team will discuss the suitability of assigning the Scrum Master role to project managers who have exclusively used traditional management approaches and predictive life cycles to complete their projects. Your discussion should address these question:
