Nurses are resources and educators to local legislators. Since it is a citizen led legislature, representatives can be pizza shop owners, lawyers, tech professionals or of any trade/profession and may know nothing about nursing. It is imperative that nurses have the ability and confidence to discuss and educate these representatives on the work of nurses and issues of importance to nursing and the public.

Therefore, speaking with local representatives requires some background knowledge. The ANA and your state’s professional nursing association such as the Florida Nurses Association, has many resources for the nurse when it comes to legislative advocacy. Additionally, the Florida Center for Nursing and the Florida Action Coalition has a wealth of information, statistics, and insight helpful for these critical discussions. Having the support and knowledge of these issues is crucial.

Please review the educational resources located under the Week 8 Content Area to assist and guide you for this discussion. Then, complete and submit the following:

1. Choose a health or nursing related issue or area of concern in your community or state. This could include health concerns, environmental issues, nursing issues, or legislation of importance to nurses and the public.

2. Research the issue or bill and create an “elevator speech" or "pitch” of the issue (how it relates to the nursing profession, patient outcomes, and your support or nursing's support for, or against, the issue.  Your “pitch” should be long enough to get your point across and include statements of evidence (about one minutes in length).

3. Find your local representatives and identify the committees they serve on, especially committees that are about healthcare and health policy.

According to NAACHO’s MAPP User Handbook:

“Completing Phase One answers the following questions:

Who should be included in the MAPP process?
Is the community ready to conduct a MAPP process?
What are the resource needs for implementing a MAPP process?
How will the community proceed through the MAPP process?” (NACCHO, 2013)

There are six steps to completing Phase One:

Step One: Determine the Need:
Answer the following four questions as found on page 11 of the MAPP User Handbook:
      i.      “Why should we complete the MAPP process?
      ii.      What critical issues do we hope to address?
      iii.      Who is driving the process?
      iv.      What do we want to get out of the MAPP process?”

Step Two: Identify and Organize Participants
Use the Community Description attached below and review the Local Public Health System “Jelly Bean Diagram” to identify the key organizations that should be invited to be part of the MAPP Steering Committee.  The list of potential candidates should be listed in an appendix using the MAPP Steering Committee template. A narrative description of the MAPP Steering Committee should be included within the five page paper.  Refer to Phase One in the MAPP User Handbook for assistance in identifying partner organizations.

This begins with a commitment to self-regulation including keeping abreast of new knowledge and progresses to understanding how the governing board of the organization protects the safety of the public. The thesis statement is the overarching claim that connects the paper. Include the following two statements in the introduction: (1) The thesis of this paper is…, (2) The purpose of this paper is…
6.    Conclusion
7.    The summary/conclusion is reserved for a brief recap of the key points you have discussed. Your argument needs to be an orderly and present justification of claims. Task 1: Research Proposal (70 marks)

5.    Methodology: Discuss in detail; the methods that you used in your research (e.g., survey, modelling, case study etc.), the type of data and its source must be specified.

Task 2: Presentation (30 marks)
•    A PowerPoint presentation should be prepared for presenting the research project work carried out. 
•    The presentation should be prepared for 15 minutes duration with not more than 10-12 slides and it must briefly explain the identification of the research problem, with the aims, objectives, methods and time plan.
